In the first half of the programme Dr. Marten Shipman outlines the potentialities and especially the limitations of action research programmes, comparing Jencks' "Inequality" report on th...e American situation with the British E.P.A. programme. In the second half, John Raynor challenges the basis of this approach, and relates the criticisms of action research to the earlier part of the "Urban Education" Course.
