Footage description: Joan Bellamy, Dean of the Arts Faculty reports that in some ways 1988 has been one of the most difficult and problem ridden in the University's twenty years but that OU staff remain committed to the original and fundamental purpose of the OU, of offering open access to a large student body. The value of the government grant is failing to keep up with inflation and over the next two years the OU faces a budget deficit of nearly £10.5 million. In practical terms this means that the OU is trying to maintain the number and quality of its courses with less money and fewer staff. But on a brighter note, there have been developments: new courses have been offered and new ways of publishing course material have been introduced. Collaborative schemes with other universities in the UK are now well established and there is even talk of developing a course with colleagues from the EEC.
