Professor Peter Hall of the Centre for European Studies at Harvard University talks to Grahame Thompson about his theory of the relationship of the State to economic policies. This is an amplificat...ion of his article reprinted in the course reader. The thesis is that economic policy is determined by the relative power of state, capital and labour. A comparison period between Britain, France and Germany in the post-war period shows that the Keynesian policies pursued in Britain were not followed in Germany with a powerful central bank, or in France with a strong centralized state and weak trades union organisation.
