Professor Cox looks back to 1969 and the publication of the first Black Papers, which criticised progressive education. The Black Papers caused an outcry amongst the educationalists of that time an...d then labour government. Professor Cox reflects on this period and concedes that the pendulum had now swung too far. The latter half of the programme deals with Professor Cox's criticisms of the present government's reforms. The programme ends with his and Sir Toby Weaver's suggestions on progress could be made in the future.
