Footage description: Barber briefly describes the formal decision making process in the community. Shots of the council in session and community buildings in Brussels. Hughes looks at the relationship between the commission and the council and its system of checks and balances. Barber continues with the formal decision making structure - animated models accompaning his explanations throughout the programme. Palliser elaborates on how a commission's proposals goes through to the Council. Barber continues the decision making process. Hughes looks at the European Parliament, and the Economic and Social Committee. Palliser outlines the links with the various members national governments. Barber sums up on the formal process using the example of limiting the speed of heavy lorries. He brings in the element of pressure groups. Mulholland from the tobacco industry and Cabot from the wine and spirits trade discuss how industrial interests fit into the structure. They look at the contacts they need and where the power really lies.
