Description
By the start of the 19th century, Napoleon had created an empire with Paris as its capital and Rome as its second city and his nephew Emperor Napoleon III transformed Paris into a modern, elegant a...nd hygenic city. After the unification of Italy, Rome's struggle to emulate Paris was complicated by disputes with the Papal authority and the dominance of its ancient mountains.
