The prograrrime sets out to explore, in general, how useful the two concepts of "Equity" and "Efficiency" are for the formulation of policy in the Education industry. Having set... the background in terms of expenditure on Education, under its various headings, Neil Costello of the Open University introduce two politicians concerned directly in policy formulation. Mr. Gerry Fowler MP was formerly Minister of State at the Department of Education and Science and Mr. Keith Hampson MP who was, at the time of interview, conservative spokesman on Higher Education, each explore the difficulties posed by the concepts in film inserts, linked in the studio by Neil Costello.

| Footage description: | From the studio, Neil Costello explains that the programme will consider the concepts of 'equity' and 'efficiency' in education. With the aid of animated graphs he outlines the division of educational expenditure between primary, secondary, further education, polytechnic and university sector. From the studio Costello introduces Gerry Fowler, formerly Minister of State at the D.E.S., and Keith Hampson, who was Conservative spokesman on Higher Education in 1976. From outside the Houses of Parliament, both politicians express doubts about the definition of the term 'effectiveness' as applied to education. Fowler and then Hampson answer Costello's question about measuring the outputs of the education system. Both argue that it is very difficult to measure outputs. Fowler and Hampson give their views on the formulation of educational objectives. Costello then asks Fowler what he thinks of manpower planning as an objective. In answer to Costello's questions, Hampson gives his views on the conflict between policy-makers aims and those of individuals, and on the relevance of the concept of 'equity' to education. Fowler considers 'equity' in terms of the balance of the allocation of resources. Hanpson describes the constraints placed on educational policy-makers by lack of resource: Fowler also comments on this, and proceeds to explain the possible conflict between who pays for and who receives educational benefits. Fowler explains the difficulty of comparing the output of different educational sectors, such as primary, secondary and higher education. The programme ends with both Hampson and Fowler commenting on how policymakers can resolve the conflicts between the concepts of 'equity' and 'efficiency' in education. |
